Municipal Finance Management Programme (MFMP)
A training programme designed and introduced by National Treasury to meet the requirements of the Minimum Competency Regulations (Gazette 29967, June 2007) and to enhance the skills of Financial Management Practitioners.
Training Providers must also be accredited by the Local Government Sector Education and Training Authority, LGSETA as having met the requirements for training being offered. The accreditation or programme approval status is aligned to the Municipal Finance Management Programme qualifications at NQF Level 5, National Diploma: Public Finance Management and Administration, SAQA ID 49554 and NQF Level 6 Certificate in Municipal Financial Management, SAQA ID 48965.
The unit standards are grouped into Learning Programmes for manageability and ease of delivery for both the learner and the training provider. Once the learner has participated and met the requirements of the learning programme, an LGSETA endorsed certificate of competence will be issued confirming the amount of credits earned on either specific modules or all unit standards that have been undertaken.

Municipal Standard Chart of Accounts (mSCOA)
mSCOA refers to the standard chart of accounts introduced by the National Treasury and was regulated in 2014. The primary objective of mSCOA is
to achieve the acceptable level of uniformity and quality from collection of data to annual reporting.
The course is divided into Financial and Non-financial officials. Learners will have an improved understanding of the:
Local government budget and financial management reform agenda, Role of oversight structures, navigating mSCOA chart and its segments,
reporting requirements, principles of budgeting, transacting, and reporting.

Management Development Programme (MDP)
This Management Development Programme will enable your emerging leaders to grow to effectively manage their teams. The focus of this qualification is
to enable learners to develop competence in a range of knowledge, skills, attitudes and values. This 6-12 month programme will enable new managers to
unleash the potential of their teams. The course provides a sound foundation for the professional development of managers. The course has six modules
of 5 days each, interspersed with practical workplace application. They include:
Team Development:
Development of teams by leading a team of first line managers to establish and maintain positive workplace relationships. Promote creative communication
between individuals for innovative solutions. Manage a diverse team to add value in order to achieve the goals of the unit more effectively.
Conflict and Change Management
Building relationships using communication processes both vertically and horizontally within the unit. Formulate recommendations for change processes
with superiors and with stakeholders across the value chain. Manage conflict through conducting negotiations to ensure the achievement of intended
outcomes.
Human Resource Management
Develop the capacity to capitalise on the talents of team members through providing career direction and the acquisition of skills. Monitor the performance
of individuals and coach members to achieve standards of excellence. Learn to select and recruit candidates for defined positions by enhancing the diversity
in the unit.
Management and Leadership Development
Analyse and apply leadership theories in a work context. Initiate develop, implement and evaluate operational strategies by applying a systems approach to
decision making. Recommend participation in decision making and delegation to improve the effectiveness of the unit.
Financial Management
Manage the finances of a unit by applying mathematical analysis to economic and financial data for sustainability of the unit. Apply the principles of risk,
financial and knowledge management within internal and external regulatory frameworks. Understand the importance of business ethics in order to improve
organisational culture.
Project Management, Monitoring and Evaluation
Develop and implement a project and operational plan by monitoring and measuring performance. Evaluate current practices against best practices in order
to attain innovative improvement interventions. Assess and manage risk thereby contributing towards the achievement of customer satisfaction, and the
objectives and vision of the entity.
The qualification has been integrated into six Modules. The learning outcomes and unit standards covered by each module is as follows:

A learnership is a learning programme registered with the Department of Higher Education and Training, which consists of a structured learning component, a practical work experience component of a specified nature and duration, and which leads to a qualification registered on the National Qualifications Framework that is related to an occupation. It is based on an agreement entered into between the learner, the institution and the employer.
Learnerships are often advertised by the different training providers that are accredited to offer registered qualifications by the Quality Council for Trades and Occupations (QCTO). The accredited training providers work together with the 21 Sector Education and Training Authorities (SETAs).
Recognition of Prior Learning (RPL) is a process through which non-formal learning and informal learning are measured, mediated for recognition across different contexts, and certified against the requirements for credit, access, inclusion or advancement in the formal education and training system, or workplace.
Assessors need to pass the relevant assessors course and be a subject matter expert for the qualification and/or part-qualification they want to assess. Expertise is usually connected to a relevant qualification or years of experience and knowledge gained in a field or occupation. You should approach the relevant QC or SETA to apply for registration in a specific sector once you have completed the assessor training and registered with the Education, Training and Development Practices (ETDP) SETA as an assessor.
